NZXT CAM prevents Bluetooth from working in SteamVR. This is a well known issue. I cannot tell if the issue is on the SteamVR side or the NZXT side but since NZXT CAM is the only software causing this bug it seems like you should at least try to work with the Steam team to get this fixed. NZXT CAM cannot be running if I want to use my VR headset.
Some details: When starting SteamVR while NZXT CAM (4.61.7 here) is running, a Bluetooth Error "BT-232" is shown. In my case, just quitting NZXT CAM and trying again helps. If I start CAM again at that point, I can stop and restart SteamVR without problem, too, until I reboot.
