Add Fan Smoothing Functionality

Please add the ability to set a delay in seconds between fan ramp up/down. This feature would allow you to set a time limit before fans ramp up/down in order to stop fans from speeding up or slowing down when the CPU temp fluctuates for a second or two.

    just checked idea 88 and it's marked as already exists. Whilst I dont see any config options for it I have dropped my fan profile back to cpu temp based and it seems to not be ramping up the fans (v4.22.0).

    I also just raised something for this since it's simply fixed and yet SO damn annoying. I've set my fan speeds based on liquid temp now because it was driving me mad
