you could turn on ERP in the bios if your motherboard supports it. What it does is once the pc is fully off the power supply completely stops supplying power. Turning off any RGB that may still be on or connected to the rear IO ports (like led strips) by stopping all the power going to them.
This would be beautiful. I made a "sleep" profile and always have to manually change it to that before turning my pc off. Sometimes im going to sleep irl lmao and I forget to select that sleep profile, and im too lazy to turn on my pc again just to do it, so I unplug my hue 2 from the wall (i have a plug adapter for it and the strips are on the back of my monitor)
