To long latency, or even wont work, when my

To long latency, or even wont work, when my cpu starting to stress/load and it have very long latency or wont work at all.. Only solution i found is to put the Fans at max the whole time and the pump at max at whole time, but this cant be the solution...

Anyone has a a clue how to fix that? Or is there a way to control that cpu cooler by bios or by AI Suite for example? I got 14900K and z790-F motherboard.. I use a nxt kraken elite 360AIO. I want to only control the lcd display with nxzt cam, but the rest by BIOS or asus software, just to prevent the cpu to go warm. I think this expensive part should have that feature.
